I was wondering if there was a way to make it so that when u clear the memmory, that u can make it so a program wont erase or something, and maybe password protect the calc, and even like a start up screen for the TI-83+SE

Archiving the program will do this, as long as you're only clearing the RAM (which is what is cleared in accidental memory wipes)
and maybe password protect the calc,
Most shells have this feature; go to ticalc.org to find some
and even like a start up screen for the TI-83+SE
