I remember in my freshman year this kid Jace knew had this virus that had something like two programs. One had something like Send(1234567890ABCDEF. I haven't found anyone else who knows this. Just asking if any of you may know?

The send( command sends the contents of a variable to a CBL or CBR, but I don't think you could use it to make a virus. If your calculator isn't connected to to a CBL or CBR, doing a send( command won't do anything.
However, I think the send( token is used for running asm programs on the ti-83. The virus was probably written in assembly language and called as a subroutine by a basic program.
